What Qualifies as a Low-Speed EV?
India's regulatory framework distinguishes low-speed electric two-wheelers from high-speed vehicles by two technical parameters. Vehicles meeting both criteria do not require CMVR type approval, driving licence, or registration with state RTOs.
Maximum Speed ≤ 25 km/h
The vehicle's design speed must not exceed 25 kilometres per hour. This is a design-level constraint, not a user-adjustable speed limit.
Motor Power ≤ 250W
Rated motor wattage must not exceed 250 watts. This applies to the continuous rated power, not peak power output during brief acceleration bursts.

Central Motor Vehicles Rules (CMVR), 1989 — Rule 2(u) defines vehicles above 25 km/h or 250W as "motor vehicles" requiring full registration. Vehicles below both thresholds are categorised as "low-speed electric bicycles."
