What Qualifies as a Low-Speed EV?

India's regulatory framework distinguishes low-speed electric two-wheelers from high-speed vehicles by two technical parameters. Vehicles meeting both criteria do not require CMVR type approval, driving licence, or registration with state RTOs.

Maximum Speed ≤ 25 km/h

The vehicle's design speed must not exceed 25 kilometres per hour. This is a design-level constraint, not a user-adjustable speed limit.

Motor Power ≤ 250W

Rated motor wattage must not exceed 250 watts. This applies to the continuous rated power, not peak power output during brief acceleration bursts.

Important: Battery safety standards (AIS-156 Phase 2) apply to low-speed EVs regardless of exemption from RTO registration. AMLET advocates for clear, consistent enforcement of this distinction across states.
